Professional Experience
Chris has been a registered architecture since 1971. He also has years
of experience with commercial interiors, program and construction
management and design/build, including buy-outs and sub-contract
negotiations, multi-project programs and management process specialist.
He has specialized in working for Public Clients in the US and has
pioneered the use of Value Management Techniques using parametric
computer cost modeling, right-sizing of all functional areas and
maximizing value with accurate Life Cycle Analysis of Systems,
Assemblies and Materials over the entire life of a facility. He has
also been involved in numerous Facility Assessment and Master Planning
Studies. In recent years Chris has also become an expert in Financing
of Private/Public Facilities and has been instrumental in arranging Tax
Exempt Municipal Bond Leasing for his Clients.
Mr. Hassall is currently working on this $41 million new High
School Project Management contract for St. Mary’s Academy of the Holy
Family. His role is to put all the policies and procedures in place to
cover the requirements of PSA’s project management team from detailed
job descriptions, information flow charts, document control, scheduling
and estimating. Chris has created paper and electronic file formats to
log, track, review, record and archive all project administration
functions.
The project is funded through FEMA and the State of Louisiana and this
needs additional levels of record keeping and financial recording
procedures that fully meet Federal audit guidelines. Another feature of
this project is PSA’s Community Outreach role, especially valuable in
such hard hit communities following Hurricane Katrina. Chris and the
rest of PSA’s Project Management Team have responded to these challenges
and have created a technologically advanced set of procedures that will
fully protect their Client’s interests and make this project a model for
others to follow.
Before joining PSA, he founded three companies with offices in Spain,
Florida and the Middle East. He has worked for royalty on two occasions.
His services were retained by Prince Abdullah Mubarek Al Sabah of Kuwait
to oversee his properties worldwide and to act as his Architect. He also
worked closely with Prince Von Holenhoe to perform interior design and
planning for the Anchorage Club and Leisure Complex in Mallorca, Spain.
The club was designed along the lines of the world-famous Marbella Club
and had the most prestigious amenities ever built at that time. In 1990,
Chris founded CH-MS Architects, which was ranked first in three
Design-Build RFP’s in Palm Beach County, Florida. Chris is an innovator
in school architecture. He pioneered the use of design-build schools and
introduced turn-key school delivery with design/build/lease in Florida.
He has presented on two occasions to the Department of Education’s Task
Force Committee for the State of Florida.
His varied career has spanned three continents and nearly every type of
architectural and construction project. In recent years Chris has been
involved in Program Management and Business Development. He has been
Program Director for the 858 acre redevelopment for the City of Riviera
Beach and was instrumental in putting in place policies, procedures,
computer models and programs for this ambitious $3 billion
redevelopment. Chris is an active member of the local community and is a
member of local Chambers of Commerce and is a serving Director for his
Home Owners Association.
