Professional Experience
Mr. Patrick Aliu is the founder, president, and CEO of PSA Constructors, Inc. with more than twenty-five years of experience in planning, architectural, construction management and program management in educational, airport, hospitals, industrial, and justice facility projects, and commercial residential/mix-use development project management.  

Mr. Aliu has held various responsible positions before establishing PSA, coming through the ranks as planner, project architect, project manager, and project director.  He also served as general manager of a firm where his responsibilities included business development, contract negotiation/execution, fee negotiation, joint venture negotiation with other firms, project management, and personnel hiring at all levels.

Program Management
PSA Constructors, Inc., in association with the PB/Greiner Civil Team, provided on-site program management and construction management for the expansion of the Orlando International Airport.

PSA provided a construction inspector for the wetlands removal and filling.  The project involved close coordination among contractors, FAA and GOAA.  

This consisted of clearing and grubbing approximately 150 acres, excavating about 1.5 million cubic yards of muck, 1.9 million cubic yards of backfill, and grading and drainage control structures.  The project was located on wetlands requiring dewatering and water quality detention practices.

Program Management  
PSA Constructors, Inc., as a consultant to ZHA Incorporated, provided on-site Program Management services for the Northeast Landside. Improvements at the Orlando International Airport.  PSA's on-site staff included an Assistant Project Manager, an Architectural Inspector and an Electrical Inspector.

The project consisted of the installation of additional baggage handling systems, which included curbside and check-in collection conveyors with associated lines from departure level to the sort systems in the Level 2 baggage room, additional vertical stairway core which includes escalators with a rated speed of 90 feet per minute, finish-out of toilet rooms, baggage claim lobby and baggage service offices.  The Level 3 sector is composed of four check-in collection conveyors accommodating 42 check-in ticket counters.  The departure level also included three curbside input conveyors.  Both conveyor inputs decline to Level 2 ceiling space and traverse the building from North to South to the baggage room space.

Project Controls

Provided project support for the APM Project Team through a ProLog Document Control Center by utilizing D/FW’s CDP ProLog Database Management System, which will enable the APM Project Team to obtain information expeditiously and accurately.  The D/FW’s CDP ProLog Database Management System consists of five active APM project databases and four construction (Supplemental Agreement) databases. 
Each project database will contain information pertaining to design and overall Project administration.  Each construction database will contain Supplemental Agreements specific information.  

The APM ProLog Document Control Center’s main responsibility in the D/FW project and construction databases was to monitor and distribute answers to all RFIs, track/log incoming and outgoing submittals, and log and update all drawing packages and meeting Minutes, if required. This APM System is designed to connect the existing Terminals A, B, C and E with a new Terminal D and future Terminal F.  The design includes: Maintenance Shops, Central Control Area (CCA), Maintenance Control Area, Propulsion Power Sub-stations, MSF Area Lighting, Vehicle Wash Facility, Paint Booth, Basic Guide way within the MSF and Work required to provide a complete finished – out/functioning MSF

Project Controls

The Terminal D project will provide a new international terminal with 28 gates, serving both international and domestic service.  The terminal will include a centralized Federal Inspection Facility capable of processing 2800 passengers per hour.  The terminal will also feature segregated arrival and departure levels, ample concessions spaces, and a highly efficient baggage handling and processing system.

International Airports –
Nigeria, West Africa

Project Executive - Land use planning (Master Plan) for Murtala Muhammed International Airport, Magaret Ekpo International Airport, Dr. Nnamdi Azikiwe International Airport, and Ilorin International Airport. The scope of work involved reviewing and updating existing airport plan using remote sensing survey method. PSA team verified the nature and type of terrain to ensure that the proposed land use is sustainable. We also carried out land use classification for airport development, and audited existing land use pattern with a view to accommodating existing non-aeronautical land use within the new land use plan.

– the busiest airport, located in the nation’s largest city (Lagos). It is Nigeria’s only airport that has two runways and it is designated a civilian/military facility. It also has Presidential launch facility. The surrounding area is densely populated and the adjacent roadway systems are extremely congested.

bulletIlorin Int’l. Airport – designated alternate airport to Lagos in the event traffic into Lagos is disrupted. It has a new terminal recently completed but has limited ability to process significant international passengers migration.
 
bulletMagaret Ekpo Int’l. Airport – the airport is in the city of Calabar located in the southeast corner of the country near the border with Cameroon.
The area is marketed as a tourist destination and a business enterprise zone with and existing Free Trade Zone and anapa, a business park with deep-water port access currently under construction. Dr. Nnamdi Azikiwe Int’l. Airport – is Nigerian’s Capital airport, and it is located in fairly rural area 35 kilometers from the city of Abuja.
The presidential complex includes Presidential residence, VIP and 2 lounges, and Presidential hanger. The domestic and international terminals are on the east side but not interconnected.

FEMA Experience (post Katrina Hurricane)

PSA Constructors, Inc. is currently providing Project Management Services on St. Mary’s Academy in New Orleans, and Mr. Aliu is leading the PSA team as the Senior Project Manager. The scope of work consist of Temporary Facility which include metal buildings for class rooms, Cafeteria, multi-purpose building, Library, 12 Toilets buildings, music building, and 44,000 SQ. FT. wood deck platform with  cover canopy and Administration Buildings. The scope also include Permanent Campus for 750 students (K-12), FEMA processing and compliance.
PSA Constructors, Inc. is also providing Project management Services on the   Temporary Facility and New Facility to The Preschool Learning Center, Inc. in New Orleans, Louisiana under the leadership of Mr. Aliu. The project scope consist of Temporary Facility which include existing building with two separate areas, first and second floor area in the rear of the building not included in the scope shall be separated by a two hour firewall. First floor entrance area (approx. 7,200 sf) along with the canopy shall be renovated for temporary use. Existing site work includes provision for new paint striping for the existing parking lot area, replacement of existing fence, and installation of new playground equipment. Scope of work for the new facility consist of demolition of existing buildings A, B, C, and covered walkways. Construct new building 7,100 s.f. to include administration area, class rooms, kitchen, dining area, rest rooms, swimming pool, playground equipment installation, parking lot for both staff/visitors.

Construction Management
Principal - PSA Constructors, Inc., as Prime provided program/construction management at risk services for the $13 million, Schenkel Shultz prototype, 120,000 SQUARE FEET, relief elementary school. The construction consists of a 2-story, prototype designed building housing administration, classrooms, art and music rooms, kitchen, multi-purpose room, dining area, and covered play area. Vista Lakes Elementary School is an educational complex consisting of: Tilt wall construction with brick exteriors, windows and metal roofs. Classrooms, labs, administration facilities, a library, and a cafeteria with kitchen. 12-acre site, which includes a baseball, field, playground and covered play area.

Design/Build - Construction Management
Principal - PSA Constructors, Inc., in association with Turner Construction Company, provided 30% of the construction management services for the construction of Palmetto Elementary School in Orange County, Florida.  As part of this association, PSA provided the project superintendent and other related staff personnel for contract administration, and M/WBE program management services. Palmetto Elementary School is a first-class educational learning facility consisting of: A new building totaling approximately 90,000 square feet and the renovation of the existing building totaling approximately 50,000 square feet The new building consists of 48 classrooms for K through 5th grade, a music suite, art studio and patio, media center, dining area and stage, student clinic and administration facilities

Principal - PSA Constructors, Inc., in association with Turner Construction Company, provided 30% of the construction management services for the construction of Camelot Elementary School and currently Lake Whitney Elementary School with another elementary school awarded to start the summer of 2002.  PSA provides the project engineer, QA/QC, and M/WBE program management services.   These schools are prototype schools that consist of one 2-story building that houses administration, classrooms, art and music rooms, a kitchen with a multi-purpose dining area, and a covered play area.

Construction Management
Principal - PSA Constructors, Inc., in association with Turner Construction Company, provided 20% of the construction management services for the construction of the Orange County Regional History Center in Orlando, Florida. 
PSA provided the project engineer for contract administration, QA/QC, and M/WBE program management services. Formerly known as the 1927 Courthouse (5-story, 67950 Square Feet), restoration and remodeling work emerged from combining past architecture with modern designs and construction methods.
Major work included extensive limestone replacement at the South Façade, new plaza, and complete interior.

Principal – PSA provided a complete Program and Construction Management Team to the City of Riviera Beach Redevelopment Agency. The City of Riviera Beach has committed its resources to revitalizing the City’s waterfront. The Community Redevelopment Agency’s plan includes over 858 acres of urban property and will be built over several phases. At the heart of this effort will be Harbor Village. At an estimated cost of $1 billion, Harbor Village will occupy the 60 acres south of 15th Street, east of US 1 to the waterfront, and will include an Aquarium, Convention Center, Health Club, Hotel, Theatre, Restaurants, Multi-family and Single family residential, Offices, Rental Units, Retail Shops, and parking.
